Vienna and Moscow clash over espionage allegations and the expulsion of diplomats

Austria expelled a Russian diplomat on September 30, following suspicions that he transferred sensitive information from the Austrian oil company OMV to the Kremlin. The diplomat was working at the Russian embassy in Vienna and left the country after Moscow refused to lift his diplomatic immunity, preventing a full investigation into the allegations. Austrian intelligence states that the diplomat met with a former senior employee of OMV, who allegedly shared the confidential documents with him. Reports indicate that this employee later worked with Abu Dhabi National Oil, one of the main shareholders in OMV.

The expulsion comes as part of a broader pattern of Russian espionage activities in Europe, which have escalated since the full-scale Russian invasion of Ukraine. Western countries have increased the arrest of citizens suspected of covert intelligence activities related to the war. Moscow's growing concerns are a result of recent Ukrainian drone attacks on oil refineries and the reduction of Russian energy imports from the European Union, which has increased economic pressure on the Russian war machine.

In December 2024, OMV terminated its long-term gas supply contract with Gazprom Export, which was set to last until 2040, citing multiple contractual violations. Russian gas supplies suddenly stopped on November 16, 2024, increasing tensions in energy relations between Europe and Moscow. On September 16, European Commission President Ursula von der Leyen announced that the European Union would accelerate its plan to phase out Russian energy imports, partially in response to pressure from U.S. President Donald Trump. The EU is currently aiming to end energy purchases from Russia by 2027.

In response to Austria's decision, Russia announced that it would expel an Austrian diplomat in a reciprocal move. The Russian Foreign Ministry stated that countermeasures are standard practice in such diplomatic disputes, and confirmed that an Austrian diplomat of the same rank would soon leave Moscow. The ministry clarified that the decision was a direct response to Vienna's declaration of the Russian diplomat as persona non grata, noting that his actions were "incompatible with his diplomatic status."

The expulsion exchange highlights the rising tensions between Austria and Russia, reflecting broader geopolitical pressures in Europe. With overlapping issues of energy security, espionage concerns, and diplomatic responses, both countries face a high-stakes confrontation that could have wider implications for EU-Russia relations and European energy policies.
