The Dutch government emphasizes punishing public support for terrorist groups.
The Dutch government has introduced a bill aimed at criminalizing the glorification of terrorism and the public support of terrorist groups. The law, which is currently under review by the Council of State, seeks to protect national security and uphold democratic principles.
Justice and Security Minister Van Oosten confirmed that terrorist groups spread their ideology not only through violence but also by promoting violent messages to recruit and inspire others. He said: "Glorifying terrorist acts or expressing support for terrorist groups is unacceptable and punishable in the Netherlands."
Under the proposed law, glorifying a terrorist attack that could result in a life sentence—such as an attack causing death or injury—could lead to imprisonment for up to three years or a hefty fine. Additionally, distributing materials that glorify terrorist violence, such as videos of attacks with approving comments, could result in imprisonment for up to two years or financial penalties.
Displaying symbols, clothing, or flags, or making statements that publicly support banned terrorist groups, including on social media, will be subject to penalties of up to three years in prison or fines. The legislation clarifies that only certain actions are punishable, while everyday expressions of discussion and opinion remain legal.
During the consultation phase that began in June, more than 15,000 responses were received from citizens and organizations. Many requested clarification on the behaviors that would be considered crimes. The government responded by specifying examples of punishable actions versus non-punishable behaviors, aiming to provide clear guidelines for implementation.
