Germany reaffirms its commitment to fair treatment of property looted by the Nazis

Germany has renewed its commitment to the fair treatment of property stolen by the Nazis by issuing updated guidelines for museums, archives, and libraries to identify and return looted cultural heritage to Jewish families and their heirs.

These guidelines, jointly prepared by the federal government, state governments, and local authorities, aim to simplify the process of examining collections and ensure the restitution of items seized by Nazi authorities due to persecution.

Since the signing of the Washington Principles in 1998, Germany and 43 other countries have acknowledged their historical responsibilities. Institutions that preserve public cultural heritage are asked to examine their collections and provide just solutions for victims or their heirs in cases of art theft by the Nazis.

Over the past decades, more than 7,700 artworks and 27,500 books, along with countless archival materials, have been returned or fair settlements reached, highlighting the ongoing efforts to restore cultural property to its rightful owners or their heirs.

The updated guidelines now include detailed advice, a list of key contacts, and provisions regarding the arbitration institution that will handle disputes over property stolen by the Nazis, which will begin operations on December 1, 2025, thereby enhancing the framework for the restitution of property.
