Germany Hands Out Citizenship at Record Pace as New Law Kicks In

Nearly 310,000 foreign nationals became German citizens in 2025, setting a new record and rising about 6% above the previous high in 2024, according to pre-release figures obtained by Welt am Sonntag and confirmed by federal officials.

The jump follows a citizenship reform introduced in mid-2024 that reduced the standard residence requirement from eight years to five and lifted Germany’s general restriction on dual nationality, making naturalisation possible for more long-term residents.

Syrians made up the largest share of approved applications, accounting for roughly 28% of new citizens, followed by people from Türkiye (Turkey) and Iraq, the figures show.

Local authorities are preparing for further pressure on naturalisation offices from 2027, when many Ukrainians who arrived after Russia’s 2022 invasion are expected to reach the new five-year threshold. Municipal offices say they are expanding digital appointment systems and cross-training staff to prevent backlogs.

Employers and mobility teams are also being urged to track citizenship changes, as newly naturalised workers may face fewer restrictions linked to residence permits and can take on assignments across the EU without additional visas, while HR systems may need updates for social-security coordination and posted-worker notifications.

The record numbers are also being framed as part of Germany’s wider skilled-migration strategy, alongside the Opportunity Card job-search route and lower Blue Card salary thresholds. Consultancy Kienbaum estimates a clear path to citizenship can lift interest in German STEM vacancies by 12–15%, even as critics argue faster naturalisation could weaken integration incentives.
