Refugee Crisis Deepens? Dutch Agency Faces Millions in Fines

Dutch refugee agency Centraal Orgaan opvang asielzoekers (COA) is facing heavy fines after failing to close several asylum shelters on time due to a lack of alternative housing.

A opvangcentrum (asylum reception centre) in Hardenberg, Overijssel, and a temporary noodopvang (emergency shelter) in the nearby village of Loozen were supposed to close on March 8 after reaching the maximum operating period of ten years. However, authorities have been unable to relocate all residents.

The facilities currently house 427 people in the main centre and five in the emergency location. As a result, the local council has imposed financial penalties, demanding €55,000 per day for the main site and €7,500 per day for the emergency shelter starting from the new deadline of March 24.

COA officials stated that they are actively trying to find alternative accommodation but have so far been unsuccessful. A spokesperson emphasized that imposing fines does not resolve the issue, adding that forcing people out without housing is not an option.

In a separate case, the municipality of Epe is also preparing to fine COA for failing to relocate 268 refugees housed in hotel accommodation over the past two years. The permit for this arrangement has already expired.

Epe authorities warned that fines could reach €17,250 per day, up to a maximum of €3.1 million, if the situation is not resolved quickly. The agency has been given one week to respond.

Immigration minister بارت فان دن برينك acknowledged the seriousness of the situation, stating that the fines reflect a broader shortage of refugee housing across the Netherlands. He noted that while discussions with municipalities are ongoing, there is no immediate solution.

Despite legislation requiring all 342 municipalities to share responsibility for opvang (refugee accommodation), many have yet to provide any facilities, further worsening the crisis.
