Explanation of citizen income: The job center also covers these costs.

People who receive citizen’s income can have more expenses covered than many realize. In addition to rent and utility bills, the job center may also pay for other costs that are often overlooked.

According to the Federal Ministry of Labor and Social Affairs, citizen’s income is designed to guarantee a dignified minimum standard of living. The eligibility rules remain similar to those previously applied to Hartz IV (unemployment benefit II). Alongside housing costs such as rent, water, and heating, the job center can also assume responsibility for additional financial burdens linked to everyday living.

One important example is the cost of a parking space, garage, or underground parking space. The Federal Social Court ruled on May 19, 2021 (case number B 14 AS 39/20 R) that such expenses count as housing costs when they are part of a single rental agreement and the total rent is reasonable. This applies even if the benefit recipient does not own a car, since many apartments are rented only together with a parking space. However, if the parking space can be terminated separately, the job center is not required to cover its cost.

The court also clarified that recipients are not obligated to sublet their parking space or garage to reduce expenses. Anyone receiving citizen’s income whose rent includes a parking space or garage should contact their job center if these costs are not currently being reimbursed.

In special cases, the job center may also help finance a car or cover the cost of a driver’s license. These supports fall under discretionary benefits aimed at helping people return to stable employment. There is no automatic legal right to such assistance, as each case is assessed individually based on whether it supports long-term integration into the labor market.
