Refugees most affected by cuts in social assistance

During 2025, the state of Vorarlberg recorded a clear increase in the number of social assistance cuts compared to 2024, with 834 cases, representing an increase of 15%. Recipients of social assistance in Austria are subject to specific conditions and obligations, and if they fail to comply with them, a decision is made to reduce the amount they receive. This happened at a much higher rate in Vorarlberg last year.

The data showed that refugees were the most affected group by these measures, as nearly half of the social assistance cuts in the state applied to refugees. Before any reduction is implemented, beneficiaries are first given a warning, and 586 warnings were recorded in 2025, according to the newspaper Heute.

The main reasons for these measures are the refusal of some beneficiaries to take up employment or to participate in training and further education programs. There were also 77 cases of violations of integration obligations, including absences from German language courses or value-oriented courses.

At the federal level, there is a broad debate about reforming the social assistance system, but state authorities do not expect quick results. Talks are still ongoing between the federal government, the states, and the municipalities, and any decision is likely to be made no earlier than the end of the year.
