Germany: The Harsh Reality of Aid Cuts

Germany will reduce its development aid budget in 2026, leaving the Federal Ministry for Economic Cooperation and Development (BMZ) with just over 10 billion euros, down from nearly 14 billion euros four years ago. Minister Reem Al-Abbali Radovan described the cuts as "painful but necessary."

This reduction comes at a time when the United States, which was previously the largest global donor, has almost withdrawn from development aid. Alabali Radovan confirmed that development policy has now become an essential part of Germany's national security strategy, alongside diplomacy and defense, especially in light of the rising global crises and conflicts.

The government plans to focus limited funds on combating hunger and poverty while maintaining partnerships with all countries. Development cooperation programs will focus on achieving sustainable economic growth, adhering to human rights and climate standards. Emerging economies such as India, South Africa, and Mexico will receive support in the form of loans through the Kreditanstalt für Wiederaufbau (KfW) bank.

Germany will also prioritize regions affected by crises of strategic importance, including Eastern Europe, the Middle East, North Africa, the Sahel, and the Horn of Africa. Germany's efforts in Ukraine aim to support reconstruction and counter Russian influence. The strategy has elicited mixed reactions among NGOs and politicians.

Aid organizers welcomed the focus on poverty and food security, but criticized the geopolitical and economic direction of the plan. The Left Party warned that linking development to national security could lead to the militarization of aid, while UNDP officials praised the structural reforms, emphasizing the importance of strong international cooperation to ensure global stability and security.
