AMS Sanctions Hit Record High as Abuse Cases Surface

An unemployed man in eastern Styria sparked outrage after taking repeated foreign vacations, including trips to Thailand, while receiving benefits, highlighting the strict rules enforced by Austria’s Public Employment Service (AMS).

Although traveling abroad is not automatically forbidden, benefit recipients must obtain prior approval from the AMS. The 31-year-old failed to do so and is now required to repay €3,565.88 in unemployment benefits. A court also imposed a €1,200 fine, making the case a warning to other recipients.

According to the AMS, a total of 162,391 sanctions were imposed last year. In all these cases, unemployment benefits or emergency assistance were temporarily or fully suspended. This number exceeds the population of Salzburg, showing how widespread disputes with the employment service have become.

Most sanctions were issued under Section 10 of the Unemployment Insurance Act. Nearly 80,000 people failed to attend job interviews or were deemed uncooperative. Around 43,000 missed training programs, and more than 52,000 payments were suspended because appointments were skipped without valid reasons. Another 29,206 people lost benefits temporarily after quitting their jobs voluntarily.

The number of serious hardship and unwillingness-to-work cases rose to 1,733, an increase of 17 percent from the previous year. AMS board member Petra Draxl defended the strict approach, saying benefits are only for those available to the labor market and willing to accept reasonable job offers and integration measures. The AMS says sanctions are necessary to protect the fairness of the system in Austria.
