Starting from 2026! Here’s what will change for smokers in Austria
Austria will witness significant changes for smokers, e-cigarette users, and nicotine pouch users starting in 2026. The National Council has approved a comprehensive legislative package to reform tobacco taxes and the government monopoly on tobacco.
The new law, supported by the ruling parties ÖVP, SPÖ, the Greens, and Neos, stipulates a significant increase in taxes on all tobacco products. This includes traditional cigarettes, heated tobacco, and shredded tobacco, all of which will be subject to tax increases.
For the first time, new categories of products will be subject to tobacco monopoly. Nicotine pouches and e-cigarette liquids will require official licenses for sale. Starting from April 2026, a separate licensing system for e-cigarette liquids will be implemented, and they will also be subject to tobacco tax.
Legal products containing CBD will also face new restrictions. Starting in 2029, their sale will be limited to tobacco shops, and they must be imported from authorized distributors. Specialized sellers can continue to sell until the end of 2028 under transitional arrangements.
These reforms aim to unify sales operations, increase state revenues, and tighten control over related nicotine and tobacco products. Consumers in Austria should prepare for rising prices and stricter rules on all tobacco and nicotine products.
