Funding crisis threatens the Bürgergeld social assistance system

The cost of the "Bürgergeld" system is increasing significantly, as hundreds of millions of euros per month are not enough to cover health insurance and care expenses for beneficiaries. Reports indicate that the gap between the actual amounts paid by the state and the real costs of medical treatment and insurance has reached ten billion euros.

Job centers (Jobcenter) in Germany pay monthly contributions for health insurance and care insurance for each person receiving "Bürgergeld", with the amount allocated for health insurance being 109 euros per person per month, in addition to separate amounts for care.

These steps aim to ensure a minimum standard of living, which includes access to health and care services. Beneficiaries of 'Bürgergeld' also enjoy insurance coverage when traveling to attend official appointments, job interviews, or participate in training programs.

In February 2025, the costs of health insurance and care for the unemployed reached 656 million euros, compared to 645 million euros in January and 581 million euros in December 2024. For the full year from March 2024 to February 2025, total expenses amounted to about 7.17 billion euros.

The new Minister of Health, Nina Farken from the CDU party, is considering charging the German federal treasury the full costs of healthcare for beneficiaries of "Bürgergeld", after years of procrastination. However, this proposal will significantly increase expenses, as insurance companies say that current amounts only cover a third of actual costs.

In light of financial pressures, previous attempts to increase insurance contributions from beneficiaries have failed. For this reason, Varken calls for a reduction in the number of recipients of 'Bürgergeld'. Politicians from the CSU party have also supported this proposal, including Klaus Holtschik, who called for a comprehensive discussion on the role and limits of the welfare state, emphasizing the importance of focusing on the most pressing issues.
