Institutional Racism Exposed in Germany’s Public Offices

A new study in Germany says racism inside public agencies is often hidden in everyday procedures rather than driven by open hostility. The findings are renewing pressure on the government to reform public services.

The research was conducted by the Research Institute for Social Cohesion (Forschungsinstitut Gesellschaftlicher Zusammenhalt – FGZ) in Leipzig. Over three years, experts examined job centers, immigration offices, police and customs, courts, health services, youth offices, public order agencies, and social work institutions.

The study found evidence of racist discrimination across all these bodies, especially in how officials use their discretionary power and apply organizational rules. Discrimination appeared in different forms and levels of severity, depending on the institution and situation.

A survey of 13,000 public sector employees showed no higher level of racist attitudes than in the general population. This suggests the problem is not mainly personal prejudice, but structures and routines that allow unequal treatment to occur during decision-making.

Language barriers were identified as a major risk factor. Some applicants receive helpful guidance during application procedures, while others with limited German skills are turned away or blamed for their language ability. Regional social attitudes were also found to influence how authorities behave in practice.

Researchers recommended creating independent complaint offices, expanding anti-racism training and reflection programs, and actively recruiting people from groups affected by discrimination at all levels of the civil service. They said these steps are necessary to reduce inequality and rebuild trust in public institutions.
