New Rules for Parental Allowance: What is Changing for Families in Germany

In Germany, there are important changes to parental allowance (Elterngeld) that have been in effect since April 2024. Parental allowance is state financial support for fathers and mothers who take a break from their jobs or reduce their working hours after the birth of their child. The federal government decided on this reform to save costs in the budget, but the new rules are causing a lot of discussion in society.

One of the central changes concerns the income limit for receiving the benefit. Previously, couples could receive parental allowance if their combined taxable income was not higher than 300,000 euros per year. This limit has now been lowered to 150,000 euros. Families who earn more will no longer be entitled to this state aid in the future. With this, the government wants to concentrate support more on families with middle and low incomes.

Additionally, there are new regulations for the time in which both parents stay at home at the same time. Previously, it was easier for couples to receive parental allowance together for several months. According to the new regulation, simultaneous receipt is only possible for a maximum of one month within the first twelve months of the child's life. However, there are exceptions for special situations, such as premature births or when twins are born.

Critics of the reform fear that these measures could make equality between men and women more difficult. Many experts point out that the distribution of so-called "care work" – i.e., childcare and housework – often falls more heavily back on mothers. If fathers are at home at the same time as the mother less often or for shorter periods, it could become more difficult for families to divide tasks fairly from the start.

In summary, it can be said that the reform of parental allowance has both financial and social consequences. While the government emphasizes the need to reduce state spending, many parents look at the new regulations with concern. It remains to be seen how these changes will affect the decision of fathers to take parental leave in the long term and whether the intended austerity measure will influence the social balance in families.
