Shock for job seekers: AMS rules are stricter than ever
The Public Employment Service (AMS) has introduced stricter regulations effective from July 2025, placing greater responsibility on job seekers. The Upper Austria Chamber of Labor (AK OÖ) warned that the new rules could create difficulties, especially for those who are not experienced with digital tools.
One of the biggest changes concerns the reporting obligation. Anyone on sick leave or traveling abroad must report to the AMS the very next day. Previously, job seekers had a week to report such absences. Failing to meet the deadline may lead to issues in receiving unemployment benefits.
The digital platform "eAMS Account" now plays a pivotal role in communication with AMS. Unemployment benefit applications must primarily be submitted through this account, and the application is not considered valid unless the form is fully completed and the required documents are uploaded on time. Missing the deadline without justification may delay payments until the documents are received or a personal appointment is made.
In addition, all job seekers with an eAMS account are required to check it at least twice a week between Monday and Friday. The account may contain urgent messages, including scheduled appointments for the next day. Those applying for benefits for the first time, or after receiving them for more than two years, will have a mandatory personal appointment scheduled by AMS within two weeks.
The Chamber of Labor emphasizes that digitization may make procedures faster, but it should not come at the expense of accessibility. Many job seekers, especially those lacking digital skills or facing language difficulties, are at risk of being marginalized. AK President Andreas Stangl stressed the need for personal support and accessible AMS services to ensure fair treatment for all.
