Source of noise identified: Russian Embassy roof fans posed a health risk
The months of constant noise in Vienna's embassy district have a source: two roof fans on a building belonging to the Russian Embassy at Reisnerstraße 45 in Vienna's Landstraße district. This was revealed by measurements reported by ORF Wien, citing the building inspectorate. The building in question, which is used for consular and other purposes, is adjacent to a Viennese elementary school.
Previously, the Vienna City Health Service had determined that the noise posed a health risk to local residents. This was based on a noise measurement by the Environmental Protection Department, in which an expert identified a significant exceedance of the permitted base noise level, particularly during nighttime hours. The whirring sound had a noticeable component at around 790 hertz.
Those affected included homeowners in the neighborhood and the German Embassy opposite, which reported disturbing noise levels. The property management of a neighboring building had already contacted the Vienna building inspectorate on May 5 and also complained in writing to the Russian Embassy at the end of July. "Our homeowners cannot sleep at night due to the noise pollution," the email stated. The Russian Embassy, however, claimed not to perceive any noise and stated it had received no complaints.
Since Friday afternoon, the noise has ceased, and nothing could be heard on Saturday evening either. The exact circumstances remain unclear. Residents report that a large amount of electronic equipment was installed on the roof of this building a few years ago, and aerial photographs show a conspicuous roof covering of about 20 square meters. Back in 2013, an air conditioning unit at the same address had already attracted attention due to excessive noise.
What this means for you: If you live in the third district and have noticed the noise, keep track of whether it returns and report it to the responsible municipal department. The authorities cannot directly compel an embassy. According to experts, the Ministry of Foreign Affairs can only request that Russia rectify the situation; its scope of action does not extend beyond that.
