Bolivia in state of emergency: restrictions and new economic bonuses
Bolivia begins a period of special measures following the approval of a state of emergency to unblock the country's highways. The Government has also announced new economic decrees regarding bonuses and fuel, while emergency services are being set up for the weather and road maintenance for the holiday.
President Rodrigo Paz declared a state of emergency throughout the national territory to address the road blockades that have persisted for 50 days. The Plurinational Legislative Assembly (ALP)—the body responsible for passing laws—ratified the decree, granting it full legal force. This measure allows the Armed Forces to collaborate with the Police in conflict control and authorizes temporary restrictions on freedom of movement, transit, and the right to assembly. The president justified the decision by stating that the mobilizations represent an attempted coup d'état.
On the economic front, the Executive approved three new exceptional decrees that will remain in effect for the duration of the current crisis. These regulations govern the distribution of the PEPE bonus (a state economic aid) and establish provisions for the country's fuel supply. These measures seek to mitigate the financial impact of the mobilizations on the population.
For vulnerable citizens, the mayor's office inaugurated a municipal shelter in the facilities of the old bus terminal (ex-terminal). The shelter will initially operate for 50 days to protect homeless people from low temperatures, with the option to extend the service if the cold continues.
Regarding transportation, the Bolivian Highway Administration (ABC) completed maintenance and rehabilitation work on the stretch towards Samaipata. These efforts ensure that the route is passable for travelers during the upcoming holiday, after coordination with local municipal authorities.
