€2 Billion Budget Cuts and New Regions

Bulgaria is facing the necessity of cutting nearly €2 billion from the 2026 budget to avoid an excessive deficit procedure by the European Union. Meanwhile, the state has successfully issued €2.5 billion in new debt on international markets. These financial moves aim to stabilize the treasury but will likely impose stricter austerity in public spending over the next two years.

In addition to the financial changes, a large-scale reshaping of the country's administrative map is underway. By 2027, Bulgaria will be divided into four large statistical regions instead of the current six. Sofia will be separated into an independent region, while Varna and Burgas will fall into a common zone, which will change the way European regional development funds are distributed.

While the state plans new borders, the agricultural land market is reporting a slight decline. The average price of fields in the country has decreased by 3.3% and amounts to 1,648 BGN per decare. This change directly affects owners and investors in the agricultural sector who are planning deals or applying for financing.

Resource security and energy infrastructure also remain a priority. Bulgaria, Romania, and Turkey are expanding their joint mine-countermeasures mission in the Black Sea, which will now also protect underwater pipelines and telecommunications networks. This comes at a time when over 45% of the capacity of the "Vertical Gas Corridor" through Bulgaria has already been reserved for transmission in 2026-2027.

Alongside these plans, the country is facing new pressure from Brussels through five infringement procedures. The European Commission is demanding urgent measures due to unmet waste recycling targets and gaps in tax legislation. If the rules are not corrected, Bulgaria faces financial sanctions that would further burden the state budget.
