Friedrich Merz announces Cabinet reshuffle

German Chancellor Friedrich Merz has announced a major cabinet reshuffle following the resignation of senior conservative politician Jens Spahn, signaling that more changes to his government are expected in the coming weeks.

The reshuffle comes after Spahn stepped down as leader of the CDU/CSU parliamentary group over controversy surrounding his use of surrogacy in the United States. The issue sparked criticism because surrogacy is banned in Germany, and Spahn's Christian Democratic Union (CDU) has consistently supported maintaining that ban.

One of the biggest appointments sees Carsten Linnemann, previously the CDU's general secretary, becoming Germany's new health minister. Meanwhile, outgoing Health Minister Nina Warken has been appointed as the new head of the Bundeskanzleramt (Federal Chancellery), making history as the first woman to hold the influential chief of staff position.

Merz said the reshuffle is not yet complete and indicated that additional cabinet appointments will be announced after the summer break. The changes are intended to strengthen coordination within the government and present a refreshed leadership team as Germany confronts political and economic challenges.

The cabinet overhaul also comes at a politically sensitive time. Merz's coalition has been under pressure from declining public approval ratings, while the far-right Alternative für Deutschland (AfD) continues to gain support in opinion polls ahead of important regional elections. The government hopes the leadership changes will restore confidence and improve its ability to deliver on key policy priorities.
