Expert calls for the abolition of family allowance for civil servants

Germany’s system of family allowances for civil servants is facing criticism, with financial scientist Gisela Färber calling for the benefits to be largely abolished. The payments can amount to thousands of euros for some Beamte (civil servants).

The debate has gained attention in Schleswig-Holstein, where more than 90,000 Beamte and pensioners are expected to receive additional payments. In some individual cases, the extra amount could exceed €13,000, highlighting the significant financial impact of Germany’s complicated civil-service pay system.

Färber, who has collected data on Beamtenbesoldung (civil servant pay) since 1996, argues that Familienzuschläge (family allowances) are the wrong way to structure public-sector salaries. She believes the system should be fundamentally changed rather than continuing to provide additional payments based on family circumstances.

The current system can provide additional money depending on factors such as marital status and the number of children. As a result, two civil servants with similar professional responsibilities can receive significantly different amounts because of their family situations.

The issue is closely connected to a broader dispute over whether Germany is paying its Beamte in line with constitutional requirements. In Schleswig-Holstein, planned additional payments are linked to efforts to correct previous shortcomings in civil-service remuneration, meaning some recipients could receive substantial back payments.

Färber’s proposal would move away from Familienzuschläge and toward a simpler pay structure that focuses more directly on the position and responsibilities of the employee. Such a change could significantly alter how Germany’s civil servants are compensated, particularly those currently receiving large family-related supplements.

The debate is likely to remain controversial because Familienzuschläge have become an established part of Beamtenbesoldung. While supporters argue that civil servants with families need additional financial support, critics say family-related benefits should be handled through broader social and tax policies rather than being built into the salary system.
