Net migration falling due to changing policies and demographic patterns

Germany is experiencing a major decline in net migration, with fewer people arriving in the country due to stricter migration policies, fewer asylum seekers and changing demographic trends.

According to figures from the Statistisches Bundesamt (Federal Statistical Office), Germany recorded around 235,000 net migrants in 2025, a sharp drop compared with about 430,000 in 2024. The number of people moving to Germany also fell, with approximately 1.48 million arrivals recorded, around 13% fewer than the previous year.

Experts say the decline is linked to several factors, including tighter asylum rules, fewer refugees arriving from countries such as Syria and Afghanistan, and changing migration patterns within the European Union. The reduction comes after years in which Germany saw high immigration levels, especially following the refugee movements of recent years.

Germany’s changing migration numbers are also connected to its demographic challenges. The country has an aging population and a growing need for workers, especially in industries facing labor shortages. The Bundesagentur für Arbeit (Federal Employment Agency) has warned that foreign workers are playing an increasingly important role in maintaining Germany’s workforce as more Germans reach retirement age.

While the fall in migration has eased pressure on housing, public services and integration systems, it has also raised concerns about Germany’s future workforce. Analysts say the country will need to balance migration control with the need to attract skilled workers to support its economy and counter the effects of demographic decline.
