Significant spike in conscientious objection to German military service
Germany has recorded a dramatic rise in applications from people refusing military service on grounds of conscience, with requests in the first half of 2026 already surpassing the total submitted during all of 2025.
According to the BAFzA (Bundesamt für Familie und zivilgesellschaftliche Aufgaben – Federal Office for Family Affairs and Civil Society Functions), 5,862 applications for conscientious objection have been submitted so far this year. That compares with 3,867 applications during all of 2025 and 2,998 in 2024. The latest figures indicate the highest level of objections since Germany suspended compulsory military service in 2011.
The sharp increase comes after a new military service law took effect on January 1, 2026. While Germany has not fully reinstated compulsory military service, the legislation introduced mandatory registration procedures for 18-year-old men as part of the government's effort to strengthen the Bundeswehr (German Armed Forces). Military service itself remains voluntary for now, but the new rules have prompted many young people to formally declare their opposition to serving.
German law continues to protect the right to refuse armed military service for reasons of conscience under Artikel 4 Grundgesetz (Article 4 of Germany's Basic Law/Constitution). Applicants must submit a signed statement explaining their personal and moral reasons for objecting to military service. Despite the surge in new applications, some individuals have also withdrawn previous objections, with hundreds deciding to reverse their earlier decisions.
At the same time, the government's recruitment campaign has also attracted more volunteers. Germany's Ministry of Defence reported that around 22,700 people applied for military careers during the first quarter of 2026, representing a 20% increase compared with the same period last year. The figures show that while opposition to military service is growing rapidly, interest in joining the armed forces is also increasing as Germany works to expand its military in response to Europe's changing security situation.
