The Netherlands recorded 1,525 bombing attacks or attempted bombings in 2025, a slight decrease from 2024, according to police data. Authorities warned that the number remains dangerously high, with many incidents causing serious injuries and extensive property damage.

Most explosions involved powerful fireworks, while over 500 incidents used flammable materials. Criminals often link 'Cobra' type fireworks to fuel bottles, leading to large fires and widespread destruction. Vulnerable youth are often recruited to carry out these attacks for money.

The police indicate that many of these recruited youths are in a fragile social, economic, and psychological situation, making them susceptible to influence. Efforts focus on preventing attacks by dealing with minor perpetrators as well as intermediaries who entice them to engage in criminal activities. Schools and social housing projects are often targeted for recruitment purposes.

The government initiative, known as Offensive Against Explosions, is a joint effort involving the Ministry of Justice and Security, municipalities, the police, the public prosecution, housing companies, insurance companies, monitoring organizations, and the private sector. Rotterdam's mayor Carola Schouten, the team leader, expressed cautious optimism but emphasized the need for continued vigilance.

Despite these measures, explosions continue to be frequent. In the past week alone, there have been at least ten explosions nationwide, including incidents in Almere, Heerhugowaard, Amersfoort, Amsterdam, The Hague, and Rotterdam. Several homes, shops, and businesses have suffered significant damage, highlighting the ongoing threat posed by these attacks.
