A very large number of young people among perpetrators of violence – an increase in the percentage of foreign suspects

Berlin is facing a worrying rise in youth violence, particularly knife incidents, despite a general decline in violent crime rates. Authorities emphasize that prevention and swift enforcement of penalties are crucial to curbing this phenomenon among juvenile offenders.

A third of the suspects in violent crimes in Berlin are under 21 years old, with young males particularly prominent. Police Chief Barbara Slowik-Missel points out that many acts of violence committed by children and adolescents occur in public places during conflicts between peer groups.

The number of non-German youth involved in violent crimes has also increased significantly. In 2024, children under the age of 14 committed 1,963 crimes, while 2,636 juveniles were identified as suspects. Incidents involving knives included 3,482 cases, highlighting an ongoing issue among young males.

The police emphasize the importance of culturally sensitive preventive measures. By understanding that foreign youth may face different living conditions or experiences of violence or cultural factors, the authorities aim to direct prevention and social work programs more effectively.

The new prevention program 'Strong Without a Blade' focuses on high school students, challenging the belief that carrying a knife is a means of self-defense. It is also recommended to apply penalties swiftly and reform juvenile laws to intercept potential criminal pathways early and give youth clear signals about the consequences.
