Central Government Takes Over Management of PPPK Teachers: What Is the Impact on Regions?
The Indonesian government is currently adjusting policies regarding the management of Government Employees with Work Agreements (PPPK) teachers. This step was taken in response to the budgetary challenges faced by regional governments in paying the salaries and allowances of these educators.
One of the main reasons for this change is the regulation in Law Number 1 of 2022 concerning Financial Relations between the Central Government and Regional Governments. The regulation limits personnel expenditure to a maximum of 30 percent of total regional expenditure. Many regional governments have found it difficult to meet the quota for hiring PPPK teachers due to these budgetary constraints.
With the transfer of management to the central government, it is hoped that the financial burden on regions can be reduced. This policy aims to ensure that teachers' rights, such as salaries and regional performance allowances (TKD), can be paid more regularly and are no longer hindered by budgetary limitations at the regency or city level.
In addition to budgetary issues, this policy is also expected to create more equitable welfare standards for PPPK teachers throughout Indonesia. Until now, there have been differences in fiscal capacity between regions, which has led to disparities in the provision of allowances to teachers.
Overall, this change is the government's effort to improve the management of educators in Indonesia. It is hoped that with guaranteed funding from the central government, the quality of education in the regions can be maintained and teachers can focus more on carrying out their teaching duties in schools.
