Japanese Government to Strengthen Development of "Dual-Use Technology" Through Industry-Academia-Government Collaboration
The Japanese government has decided to strengthen the framework for research and development conducted through the cooperation of private companies, universities, and government agencies. The primary objective of this initiative is to promote the development of so-called "dual-use technology," which refers to technologies that can be utilized for both civilian and military purposes.
Dual-use technologies include artificial intelligence (AI), quantum technology, and advanced materials. These technologies have a wide range of applications, from familiar products like smartphones to fields concerning national security. By developing these strategically, the government aims to enhance Japan's industrial competitiveness while simultaneously safeguarding national security.
Until now, universities and research institutions in Japan have tended to maintain a cautious stance toward military-related research. However, in light of the intensifying global competition in technological development, the government has determined that a more flexible cooperative framework is necessary. Moving forward, the government will create a system where industry, academia, and government work together to pursue technological innovation through funding and the improvement of research environments.
Through this new framework, the government aims to ensure that Japan maintains its world-leading technological capabilities. Much attention is now focused on how the formulation of specific guidelines and the creation of an environment that facilitates cooperation between companies and universities will proceed.
