Japanese Government to Expand ODA Scope, Supporting Corporate Subscription Services
The Ministry of Foreign Affairs has solidified a policy to newly include "subscription" services provided by Japanese companies as eligible for Official Development Assistance (ODA). While ODA has traditionally focused on infrastructure development such as the construction of roads and bridges, services utilizing digital technology will now also be eligible for support.
The background to this decision lies in the progress of digitalization in developing countries. By providing advanced technologies held by Japanese companies—such as disaster countermeasures using satellite imagery and public security maintenance through facial recognition technology—in a subscription format, the aim is to efficiently support the resolution of local challenges.
Furthermore, this initiative is expected to play a role in boosting the overseas expansion of Japanese companies. By supporting continuous service provision rather than one-off product sales, the government will create an environment that makes it easier for Japanese firms to develop stable businesses in international markets.
Through this new form of support, the government intends to contribute to the development of developing countries while simultaneously enhancing the international competitiveness of Japan's digital industry. Attention is now focused on what specific services will be eligible for this support.
