A former deputy in the German intelligence agency warns that Germany is still unprepared for Russian hybrid attacks.
Germany remains largely unprepared to counter Russia’s growing hybrid warfare tactics, despite increasing awareness among political leaders and the public, according to a former senior intelligence official.
In an interview, آرندت فرايتاغ فون لورينغهوفن stated that although Germany now better recognizes the threat posed by Russian disinformation and covert operations, practical countermeasures are still limited. He emphasized that this weakness is not unique to Germany but applies broadly across EU and NATO countries.
The expert pointed out that nations like Ukraine and Moldova are currently the most prepared to deal with hybrid threats due to constant pressure, suggesting that other European countries have much to learn from their experience. He also noted a clear shift in Germany’s perception of the threat, with leaders openly acknowledging the seriousness of hybrid warfare.
Germany has begun taking initial institutional steps, including discussions within the newly formed National Security Council and efforts to establish a federal coordination center against hybrid attacks. Intelligence chief مارتن ييغر also highlighted the issue prominently during the Munich Security Conference, reflecting growing concern at the highest levels.
Despite these developments, آرندت فرايتاغ فون لورينغهوفن warned that Russia’s actions are becoming more aggressive. He referenced alleged plots targeting Rheinmetall CEO أرمين بابيرغير, incidents like the DHL package case in Leipzig, and attacks on railway infrastructure in Poland, noting that casualties were narrowly avoided.
He argued that current Western responses are largely reactive, focusing on resilience, cyber defense, and exposure of threats. However, he stressed the need for a more balanced strategy that combines both defensive and proactive measures to effectively deter Russia.
Since February 2022, at least 151 cases of suspected sabotage, arson, and other hybrid attacks have been recorded across Europe. Experts believe this trend highlights the urgent need for a comprehensive and coordinated approach to strengthen security and stability across the continent.
