Project to Increase Support for Children
The new government in Germany, which includes "Union" and "SPD", aims to facilitate families' access to "Kindergeld" (child allowance) and "Kinderzuschlag" (child support supplement).
It also aims to support families benefiting from "Bürgergeld" by increasing financial assistance. The plans also include increasing "Elterngeld" (parental allowance) and reducing the bureaucratic procedures associated with child benefits.
Despite these promises, their realization depends on the availability of funding. The last increase in "Kindergeld" and "Kinderfreibetrag" (tax exemptions for children) came into effect in January 2025, and the government plans another increase in the future.
Due to the collapse of the "Ampel" government, the "Kindergrundsicherung" project will not be implemented as planned. The Ministry of Education and Family (BMFSFJ) confirmed that the passage of this project is no longer expected.
Instead, the upcoming government will rely on the current system, with improvements focusing on efficiency, targeted support, and a gradual increase in tax exemptions. Among the important amendments, the disbursement of "Kindergeld" will be automatic after birth, saving time and effort for parents. It is also expected that the assistance will increase periodically without the need for repeated applications.
The government is also seeking to launch a new electronic platform that allows families to apply for other social assistance without the need to visit government offices. In return, it is expected that "Kindergeld" for families residing abroad will be reduced.
The eligibility criteria for "Elterngeld" have been amended effective April 1, 2025. The maximum taxable income for beneficiaries is now 175,000 euros, down from 200,000 euros in 2024, meaning fewer families will benefit from this support.
In addition, the protection of single mothers or fathers and their children from poverty will be improved. Among the changes, "Kindergeld" will be calculated at only 50% when determining the value of "Unterhaltsvorschuss" (alimony support), which increases the net support for families. Stricter penalties will also be imposed on those who fail to pay alimony, such as the revocation of driving licenses.
