Health Insurance Reform in Germany: Hospitals Warn of Risks to the Healthcare System
Germany is currently debating a major reform of its statutory health insurance system (Gesetzliche Krankenversicherung, GKV), aimed at stabilizing finances and reducing a growing budget deficit. However, hospitals across the country, especially in the state of Hesse (Hessen), are warning that the changes could negatively affect patient care.
The proposed reform focuses on controlling healthcare spending by limiting budgets for hospitals, doctors, and medications. It also includes tighter financial oversight of nursing care costs, potential increases in contributions for higher-income earners, and possible changes to family insurance benefits. The government says these measures are intended to prevent a projected deficit of around €15 billion by 2027.
Hospital administrators argue that these financial restrictions could create serious pressure on already strained medical facilities. They warn that fixed budgets may not reflect real-world patient demand, especially as hospitals continue to face increasing workloads and staffing shortages.
Medical professionals have also raised concerns that the reform could lead to longer waiting times, reduced quality of care, and delays in essential treatments. Some hospital representatives in Hesse describe the proposal as a major burden that could slow down ongoing restructuring efforts in the healthcare system.
Another concern is increased bureaucracy. Hospitals say that more complex administrative requirements and stricter quality control measures could take time away from patient care and further strain medical staff.
Health institutions are also warning about possible long-term consequences, including hospital closures in rural areas, reduced emergency service capacity, and higher financial pressure on local municipalities and taxpayers. Despite these concerns, policymakers insist that the reform is necessary to keep Germany’s healthcare system financially stable and avoid a future crisis.
The issue is particularly important for foreign residents and visitors, including Ukrainians living in or traveling to Germany. Experts note that Germany has one of the most expensive healthcare systems in Europe, and without proper insurance, even a simple medical consultation can cost hundreds of euros.
For this reason, authorities and advisors stress the importance of securing health insurance before traveling. Coverage can help protect against emergency medical costs, hospitalization expenses, and unexpected financial burdens, ensuring access to healthcare without severe financial risk while staying in Germany.
