Health Ministry Spends €11,400 on Snuff Powder Study

A scientific report on snuff powder commissioned by the Health Ministry has sparked a political dispute in Austria after it emerged that €11,400 in public money was spent on the expert opinion.

The SPÖ-led ministry ordered the report in December 2025 to examine so-called “energy sniffs,” which are tobacco- and nicotine-free powders marketed as providing a quick energy boost. The study was published on the ministry’s website and was intended to assess potential health risks and product safety, particularly for young people.

The issue drew strong criticism from FPÖ Secretary General Michael Schnedlitz, who called the spending absurd at a time of rising inflation and strain on the healthcare system. He argued that it should already be obvious that snuff products are unhealthy and accused the ministry of wasting taxpayers’ money.

Further controversy arose over confusion about the expert’s name. Parliamentary documents listed “Prof. Priv.Doz. Dr. Martin Zeitlinger,” but only “Dr. Markus Zeitlinger” could be identified publicly. The FPÖ demanded clarification, suggesting that the case raised concerns about transparency and the use of public funds.

The ministry, under Health Minister Korinna Schumann, said the name error was an internal mistake and stressed that the report itself carried the correct details. Officials also rejected any political motives, stating that the expert was chosen solely for his pharmacological expertise and that the study is needed to develop legally sound measures for youth protection and product safety.
