Security warning in Austria about the rise of online radicalization among minors

The head of intelligence in Austria warned of a concerning shift in the terrorism landscape, where the ages of suspects have become significantly younger. She confirmed that online radicalization accelerates the radicalization of minors and poses one of the most serious security challenges facing the country.

According to the Directorate of State Security and Intelligence, terrorism remains the main threat to national security. Islamic extremism remains at the forefront, followed by right-wing extremism and then left-wing extremism. The threat level remains very high, especially after the escalation of violence in the Middle East since 2023, which has been followed by an increase in planning attacks within Europe, including Austria.

In 2025, Austrian security forces managed to thwart several planned attacks. One of the most concerning cases was the thwarting of an attack in Vienna carried out by a suspect aged fifteen. Authorities say these cases reflect the seriousness of the phenomenon and its expanding scope.

Official data shows a sharp increase in the percentage of minors involved in terrorism cases. The percentage of suspects under the legal age rose from 14 percent in 2021 to over 40 percent in 2024. At the same time, the average age of those classified as high risk decreased from 31 years in 2020 to around 23 years by 2025.

The head of intelligence directly linked this trend to the spread of extremist propaganda on social media platforms. She emphasized that digital content plays a crucial role in accelerating polarization among youth and called for a unified European action, including the enforcement of a minimum age for using social media, acknowledging that this measure alone does not constitute a complete solution.

It also expressed its support for the use of electronic monitoring for convicted individuals in terrorism cases after their release, considering that these tools contribute to reducing potential risks and enhancing public safety.

Apart from terrorism, the directorate warned of the increasing threats related to espionage. Russia has been identified as one of the main sources of danger to European security, alongside Iran and China. It was clarified that Vienna, due to its international position, serves as a magnet for intelligence activities.

The authorities have already taken measures, including the deportation of technicians linked to illegal espionage activities. The urgent need to strengthen anti-espionage laws has been confirmed. Austria has also frozen real estate assets worth 15 million euros, in addition to financial assets exceeding one billion euros related to international cases.
