Ministry of Labor proposes changing insurance contribution calculation rules for employers

The Russian Ministry of Labor and Social Protection has put forward a new initiative aimed at supporting businesses. The department proposes changing the procedure for calculating discounts and surcharges on insurance premiums that employers pay for workplace injuries.

According to the proposal, accidents resulting from emergencies will be excluded from accident statistics. The main condition will be the absence of fault on the part of the company itself in the incident.

Currently, the insurance premium rate depends directly on the number of injuries at an enterprise. If accidents occur frequently at a production site, the employer is forced to pay increased contributions. The new rules will allow companies to avoid additional financial burdens in cases where they could not have prevented an accident or natural disaster.

Experts note that this measure will help make the insurance system fairer. Employers who comply with safety regulations should not suffer due to external factors they cannot influence.

At the moment, the draft resolution is undergoing the discussion stage. If adopted, the new rules will apply to all Russian organizations, which should reduce administrative and financial pressure on businesses.
