Ministry of Labor plans to limit the number of foreign workers in several Russian regions
The Ministry of Labor and Social Protection of the Russian Federation has prepared a draft resolution that proposes limiting the share of foreign citizens in certain sectors of the economy. The new rules may affect ten constituent entities of the country, including Moscow, St. Petersburg, as well as the Moscow and Leningrad regions.
According to the ministry's proposal, the restrictions will apply to areas such as construction, food production, retail trade, and passenger transportation. In each of these sectors, a maximum share of foreign employees working under patents will be established. The goal of the initiative is to balance the labor market and increase the demand for Russian citizens in the workplace.
Experts note that such measures are being introduced so that employers more actively recruit the local population and offer more competitive working conditions. In the regions where quotas are planned to be introduced, there is a high demand for personnel; however, the authorities are striving to control migration flows and ensure security in the labor market.
For employers, this means the need to review their personnel policy in the near future. If the draft is adopted, companies will have to gradually reduce the number of foreign specialists to comply with the new legal requirements. In case of violation of the established limits, enterprises may face fines.
At the moment, the document is at the discussion stage. It is expected that the new rules will come into force next year, which will give businesses time to adapt to the changes. The government continues to monitor the situation in the economy to ensure the stable operation of all sectors.
