Subsistence Minimum for 2026 & Gasoline Market
Russia has approved the subsistence minimum parameters for 2026, which will determine the amount of future social payments. Simultaneously, the government is introducing new rules in the fuel market due to the shutdown of the country's largest plant, while the Ministry of Foreign Affairs reports risks of deportation for compatriots from the Baltic states.
The 2026 subsistence minimum will serve as the basis for calculating most government support measures. The amount of the unified child allowance, pension supplements, and the eligibility of families for housing and utility subsidies directly depend on it. Specific amounts will be approved for each region individually.
In the fuel supply sector, temporary rules will take effect on July 1: the government has reduced the mandatory gasoline sales quota on the exchange from 15% to 10%. These measures were taken following the suspension of operations at the Omsk Refinery—the largest in the country—after a strike. The change in exchange standards is aimed at preserving fuel reserves within the country.
Regarding the situation abroad, the Russian Ministry of Foreign Affairs warned of preparations for mass deportations of Russian-speaking residents from the Baltic states. According to the ministry, the authorities of these nations are planning the forced eviction of those who do not meet new migration law requirements.
At the same time, the Ministry of Foreign Affairs of Azerbaijan expressed a protest to the Russian ambassador. The reason was a strike on a facility belonging to SOCAR, Azerbaijan's state oil and gas company.
