State Duma rejects bill on mandatory labeling of AI-generated content

The State Duma of the Russian Federation has decided to reject a bill that would have required creators to label any content generated with the help of artificial intelligence. Deputies deemed the submitted document "raw" and technically unfeasible under current conditions.

The main idea of the bill was to allow internet users to easily distinguish real photographs, texts, or videos from those generated by neural networks. The authors of the initiative aimed to increase the transparency of the digital environment and protect citizens from potential disinformation.

However, experts and relevant State Duma committees concluded that there are currently no reliable technical tools in Russia for the automatic detection of AI content. Furthermore, mandatory labeling could create unnecessary difficulties for developers and ordinary users who utilize neural networks for everyday tasks.

At the same time, approaches to regulating artificial intelligence technologies continue to evolve globally. International organizations, such as the IAB Tech Lab, are actively working on standards that will help companies and advertising platforms better control the use of AI technologies.

The issue of regulating neural networks remains open. It is expected that the government will return to discussing this topic later, once more sophisticated control methods and clear international standards that can be adapted to Russian legislation become available.
