Estonia plans to restrict real estate purchases for Russian citizens
The Estonian Parliament is considering a new bill that could significantly change the rules for acquiring real estate for foreign citizens. According to the proposed measures, citizens of Russia and Belarus will no longer be able to freely purchase residential and commercial properties within the country. An exception will be made only for those who already hold a long-term residence permit in Estonia.
The authors of the initiative emphasize that such restrictions are being introduced for national security purposes. The country's authorities aim to control the ownership of strategically important real estate. Discussion of the bill has already moved to the parliamentary level, where deputies must make a final decision on the matter.
It is important to note that the new rules will not have retroactive effect. Russian citizens who already own real estate in Estonia will retain their property rights. They will not be required to sell their homes or other properties that they already legally own.
Furthermore, the bill does not propose a ban on renting housing. Citizens subject to the new restrictions will still be able to rent apartments or houses for living purposes. Thus, the changes will only affect the process of purchasing new real estate in the future.
At the moment, the bill is under review. Experts are monitoring the progress of the discussions in parliament to understand exactly when the new rules might come into effect. For Russian citizens planning investments in Estonian real estate, the situation remains uncertain until all legislative procedures are completed.
