Russia introduces a new evaluation system for bank and SIM cards
The Ministry of Industry and Trade of the Russian Federation has developed a new draft resolution that establishes rules for evaluating the level of localization for smart cards. This category includes bank cards, mobile phone SIM cards, and other electronic data storage devices.
According to the proposed document, a special point-based system will be introduced for manufacturers. The essence of the innovation is that products will be considered "Russian" only if they accumulate a certain number of points. The assessment will depend on how deeply technological production processes, including chip and software development, are integrated into the Russian economy.
The goal of this initiative is to support domestic electronics manufacturers and reduce dependence on foreign technologies. Authorities plan to incentivize companies to use Russian components when creating cards, which should strengthen the country's technological sovereignty in the financial and telecommunications sectors.
At the moment, the document is under discussion. It is expected that the implementation of such a system will allow the state to more accurately determine which goods can be considered fully domestic and provide them with priority in public procurement. Experts note that this is an important step for the development of Russian microelectronics amidst current economic challenges.
