State Duma rejects bill on mandatory labeling of AI-generated content
The State Duma of the Russian Federation has decided to reject a bill that would have required creators to label content generated with the help of artificial intelligence. The initiative proposed mandatory notification for users that text, images, or videos had been generated by a neural network.
Deputies argued that the submitted document was "raw" and practically unenforceable under current conditions. According to experts, at the current stage of technological development, it is difficult to develop precise technical tools that could unerringly identify artificial intelligence authorship in any digital product.
At the same time, different approaches to regulating technology are being observed globally. For example, the international organization IAB Tech Lab has already begun implementing standards for AI content transparency. These measures are aimed at ensuring that users can easily distinguish real news or photographs from the results produced by algorithms.
The question of how to regulate the use of neural networks remains relevant for many countries. In Russia, experts will continue to discuss possible methods of control; however, mandatory content labeling is not expected in the Russian legal framework in the near future.
