Vienna Cuts Lifeline for Ukrainian Refugees After Three Years

A community center supporting displaced Ukrainians in Vienna is set to close at the end of March after authorities decided not to extend its funding for 2026, just days before the fourth anniversary of Russia’s invasion of Ukraine.

The center, located in Vienna’s 15th district and run by the initiative Train of Hope, has operated since January 2023 as a key meeting point for newly arrived refugees. It provided food and drinks, daily information sessions, free clothing, German language courses, and activities such as embroidery and yoga workshops.

On weekdays, the center received around 300 visitors, rising to nearly 400 on weekends. According to نينا أندرسن from the management board of Train of Hope, the closure is directly linked to the decision by the Vienna Social Fund not to allocate funding for next year, despite negotiations that began in October. The fund had contributed about €600,000 annually, covering around 60 percent of the center’s budget.

This support financed approximately 3.5 full-time jobs, nearly 90,000 free hot meals per year, as well as 800 workshops and 500 courses. About 120 volunteers helped run the center, and two-thirds of the courses were led by refugees themselves. The Vienna Social Fund said the center was an additional service rather than a legally required one, and that declining user numbers led to resources being redirected to mandatory welfare services.

Concerns extend beyond this center. The reception facility at Schlossberg in Vienna is also at risk of closure. No new arrivals have been registered there since early January, and alternative housing is being arranged for around 50 remaining residents. Operators say transfers to regions such as Lower Austria, Upper Austria, and Burgenland are progressing, with the aim of shutting the facility once accommodation is secured for all.
