Human Rights Ombudsman: Most shelters in Ukraine have serious shortcomings

The Ukrainian Parliament Commissioner for Human Rights, Dmytro Lubinets, has reported the results of a large-scale inspection of protective structures across the country. According to him, the majority of the inspected shelters are in an unsatisfactory condition and have significant problems that prevent people from staying there safely during air raids.

During the inspections, specialists identified a number of critical violations. Among the main problems are the lack of free access to the premises, the poor technical condition of the structures, and the absence of necessary equipment for long-term stays. Many shelters do not meet minimum safety standards, which puts the lives of civilians at risk.

Dmytro Lubinets emphasized that access to a safe shelter is a fundamental right of every Ukrainian under martial law. He called on local authorities and responsible officials to immediately address these shortcomings and take measures to rectify them. The safety of the population remains the top priority, so the condition of protective structures must be brought up to proper standards.

The results of the inspection will be handed over to the relevant authorities for further action. It is expected that repair and improvement work on the shelters deemed unsuitable for use will begin in the near future. Citizens are advised to check the condition of their nearest shelters and report any identified problems to local government authorities.
