State of shelters in Ukraine: results of the Ombudsman's inspections
The Ukrainian Parliament Commissioner for Human Rights, Dmytro Lubinets, has reported the results of a large-scale inspection of protective structures across the country. According to him, the situation regarding the safety of citizens during air raids remains difficult, as the majority of the inspected facilities have significant shortcomings.
During the inspections, experts found that many shelters do not meet established safety standards. The main problems include a lack of proper equipment, poor technical condition of the premises, and limited access for civilians at night. In some cases, shelters were locked, which creates a direct threat to people's lives during shelling.
The Ombudsman emphasized that access to a safe place is a fundamental right of every Ukrainian under martial law. He called on local authorities and responsible agencies to immediately take measures to address the identified violations in order to ensure reliable protection for residents of all regions.
Currently, reports on the inspection results have been submitted to the relevant government institutions for further action. It is expected that work will be carried out in the near future to repair and equip those facilities that received negative assessments from experts.
The issue of shelter readiness remains one of the state's priorities. Citizens are advised to check the map of the nearest protective structures in their settlements in advance and to report cases where access to them is limited or impossible.
