Human Rights Ombudsman uncovers serious problems in Ukrainian shelters
The Ukrainian Parliament Commissioner for Human Rights, Dmytro Lubinets, has reported the results of a large-scale inspection of protective structures across the country. According to him, the majority of the inspected facilities have significant flaws that hinder their safe use during air raid alerts.
During the inspections, specialists focused on the condition of the premises, the accessibility of the shelters for the public, and the availability of necessary equipment. It turned out that many shelters are in an unsatisfactory state: they are either locked or not equipped for people to stay in for long periods. In some cases, citizens simply cannot get inside at a critical moment.
Dmytro Lubinets emphasized that the safety of the civilian population is a priority, and therefore such violations are unacceptable. He called on local authorities and responsible agencies to immediately rectify the identified shortcomings to ensure people have proper protection from Russian attacks.
Currently, reports on the inspection results have been submitted to the relevant government authorities for action. It is expected that those responsible will have to report on improvements to the condition of shelters in their regions in the near future.
