The state of shelters in Ukraine: results of the Ombudsman's inspections
The Ukrainian Parliament Commissioner for Human Rights, Dmytro Lubinets, has released the results of a large-scale inspection of protective structures across the country. According to the data obtained, the majority of the inspected facilities have serious deficiencies that hinder their full use during air raid alerts.
During the inspections, specialists focused on the accessibility of the premises, their technical condition, and the availability of necessary conditions for people to stay for extended periods. It turned out that many shelters remain locked, are not equipped with proper ventilation systems, or are in a neglected state, which poses a danger to the civilian population.
The Ombudsman emphasized that ensuring the safety of citizens is a priority task for local authorities. Responsible officials must immediately rectify the identified violations so that every Ukrainian has guaranteed access to a safe place during enemy shelling.
Currently, reports on the state of the protective structures have been submitted to the relevant state authorities for urgent action. It is expected that local authorities will soon begin repair work and ensure 24/7 access to all inspected facilities.
