Condition of Shelters in Ukraine: Ombudsman Highlights Serious Problems
Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights, reported on the results of inspections of protective structures across Ukraine. According to him, the majority of the inspected shelters have serious deficiencies. This issue is extremely important for the safety of citizens during constant air raid alerts.
During the inspections, it was found that many facilities are not ready for proper use. The main problems include a lack of free access to the premises, poor sanitary conditions, and a shortage of necessary furniture. Additionally, some shelters lack electricity, water, or functioning ventilation, making a prolonged stay there difficult and dangerous.
Lubinets noted that the situation varies by region, but the overall picture remains alarming. He emphasized that local authorities must be held accountable for the condition of these structures. Providing a safe place for protection is not just a formality, but a duty of the state to its citizens in wartime conditions.
The Ombudsman called on the government and local self-government bodies to immediately rectify the identified violations. He stressed that every Ukrainian must have access to a high-quality and safe shelter at any time of the day. Monitoring the condition of protective structures will continue in order to guarantee the protection of people's lives.
