The state of shelters in Ukraine: results of the Ombudsman's inspections

The Ukrainian Parliament Commissioner for Human Rights, Dmytro Lubinets, has reported the results of a large-scale inspection of protective structures across the country. According to him, the situation regarding the safety of citizens during air raids remains difficult, as many shelters do not meet the necessary standards.

During the inspections, specialists found that the majority of the shelters checked have significant shortcomings. The main problems concern the technical condition of the premises, the lack of proper equipment, and limited access for people. Many shelters turned out to be locked or unsuitable for people to stay in for long periods during times of danger.

The Ombudsman emphasized that access to a safe place is a basic right of every citizen under martial law. The inadequate state of protective structures puts the lives and health of Ukrainians at risk, so the responsible authorities must immediately take measures to rectify the situation.

Local authorities have now received recommendations regarding the elimination of the identified violations. It is expected that additional repair and fitting-out work will be carried out in the near future to make the premises accessible and safe for all residents during air attacks.
