Regulation of investments in Ukraine's defense industry needs changes
The Ukrainian defense-industrial complex (DIC) currently requires rapid investment and effective solutions for development. However, experts note that existing procedures for controlling mergers and acquisitions (M&A) do not always meet the requirements of wartime.
Currently, companies planning a merger must undergo a standard review procedure by the Antimonopoly Committee of Ukraine (AMCU). This involves providing detailed information about market shares, competitors, and suppliers. For civilian business, this is standard practice; however, in the defense sector, such bureaucratic processes can slow down projects that are vital to the state.
Specialists emphasize that the regulation of investments in the DIC must be more flexible. Defense enterprises often operate under conditions of heightened secrecy and urgency. Therefore, lengthy agreement approval procedures can hinder the rapid scaling of the production of weapons and equipment needed for the front line.
Currently, a discussion is underway between business representatives and government agencies regarding the simplification of these rules. The goal is to find a balance between transparent market control and the rapid development of the country's defense capabilities.
Optimizing investment regulation processes remains an important step for strengthening the Ukrainian army. It is expected that in the near future, lawmakers will consider proposals that will allow for more efficient and faster cooperation in the defense sector.
