The state of shelters in Ukraine: results of the Ombudsman's inspections

The Ukrainian Parliament Commissioner for Human Rights, Dmytro Lubinets, has reported the results of a large-scale inspection of protective structures across the country. According to him, the situation regarding the safety of the civilian population remains difficult, as the majority of the inspected facilities have serious shortcomings.

During the inspections, experts found that many shelters do not meet established safety standards. The main problems include a lack of proper equipment, the poor condition of the premises, and limited access for people during air raid alerts. This poses a direct threat to the lives of citizens trying to find a safe place during shelling.

The Ombudsman emphasized that access to reliable shelters is a fundamental human right under martial law. He called on local authorities and responsible agencies to immediately address these violations and take measures to rectify them. The safety of the people must be the top priority for all levels of government.

Monitoring of the state of protective structures is currently ongoing. It is expected that after the publication of the inspection results, the responsible services will begin repair work and infrastructure improvements to ensure proper protection for Ukrainians in the event of danger.
