Ukraine updates selection rules for the HQCJ: new European Union requirements
The Venice Commission has provided its recommendations for improving the selection process for members of the High Qualification Commission of Judges (HQCJ). This decision is an important step for Ukraine on its path toward European integration, as the transparency of the judicial system remains one of the key conditions for further progress toward the EU.
According to the new requirements, the procedure for selecting candidates for positions in the HQCJ must become more open and independent. European experts emphasize the need to strengthen the role of international specialists in the process of evaluating applicants. This will help avoid conflicts of interest and increase public trust in judicial bodies.
The Ukrainian government and relevant parliamentary committees have already begun working on adapting legislation in accordance with the provided recommendations. The changes involve revising the criteria for assessing the integrity of candidates, as well as implementing additional mechanisms for verifying their professional activities.
The implementation of these reforms is mandatory for fulfilling Ukraine's obligations to the European Union. It is expected that the updated rules will help form an HQCJ composition capable of working effectively to cleanse the judicial system and ensure fair justice for all citizens.
In the coming months, the adoption of relevant legislative acts that will formalize these changes is expected. The selection process for new commission members will take place under the updated standards, which will serve as an important indicator of Ukraine's progress in the sphere of the rule of law.
