The state of shelters in Ukraine: results of the Ombudsman's inspections

The Ukrainian Parliament Commissioner for Human Rights, Dmytro Lubinets, has released the results of a large-scale inspection of protective structures across the country. According to the Ombudsman, the situation regarding citizen safety remains difficult, as the majority of the inspected facilities have significant shortcomings.

During the inspections, specialists found that many shelters do not meet basic safety requirements. The main problems include a lack of free access to the premises, the poor technical condition of the structures, and a shortage of necessary supplies for people to stay for extended periods during air raid alerts.

Dmytro Lubinets emphasized that access to a safe place during shelling is a fundamental right of every citizen. The inadequate state of the shelters puts the lives and health of Ukrainians at risk; therefore, local authorities must immediately rectify the identified violations.

The results of the inspections will be forwarded to the relevant government agencies for action. It is expected that local authorities will carry out repair work and ensure 24/7 access to all protective structures so that residents can feel safe during times of danger.
