The state of shelters in Ukraine: results of the Ombudsman's inspections
The Ukrainian Parliament Commissioner for Human Rights, Dmytro Lubinets, has reported the results of a large-scale inspection of protective structures across the country. According to him, the majority of the inspected shelters have serious deficiencies that prevent them from being used for their intended purpose during air raid alerts.
During the inspections, specialists focused on the accessibility of the premises, their technical condition, and the availability of necessary conditions for people to stay for extended periods. It turned out that many facilities remain locked, are not equipped with proper seating, or have issues with ventilation and sanitary standards.
The Ombudsman emphasized that the safety of citizens is the top priority, and therefore, this state of the protective structures is unacceptable. He called on local authorities and responsible services to urgently rectify the identified violations to ensure safe protection for people during Russian attacks.
The results of the inspections will be forwarded to the relevant authorities for further action. It is expected that local administrations will report on their plans for repairs and improving access to shelters in various regions of Ukraine in the near future.
